An HMO conversion typically requires LD2 grade D mains-wired interlinked smoke detection, FD30s fire doors with intumescent strips and smoke seals on every habitable room, fire compartmentation between floors, and emergency lighting on escape routes. None of that is extravagant; all of it costs.
